	* ARTS-XML-DATA-2-5-6

	* spectroscopy/PartitionSums/partfun: Add partition functions
	based on TIPS 2017 with all ARTS built-in functions as split
	data.  The exact format here will probably change, or the files
	removed, but this is in preparation of a PR to ARTS
