* spectroscopy/PartitionSums/*: Moved some files. Added separate

vibrational and rotational partition functions as an option.  These
are based on published data but do not match well with what the other
methods do so I am a bit concerned about using them.  (Needed for NLTE,
so problems will be sorted soonish.)  Also added Matlab-scripts to
convert tips.xml into vibrot.xml.
